How to Inspect a Dock Before Buying a Lake Norman House
Three separate systems are supposed to protect a buyer on this lake. None of them is required to tell you anything about the dock. Here is the checklist that closes that gap, and what the findings are worth in a negotiation.
A dock is often the reason somebody pays a premium for a Lake Norman house. It is also the single most expensive component of the property that nobody in the transaction is obligated to evaluate. Buyers discover this in one of two ways: cheaply, by reading something like this before the due diligence period runs out, or expensively, about four months after closing.
What follows is the whole picture: why the gap exists, the paper trail to demand from the seller, the physical walk-through, what each finding is worth in dollars, and how the current low water changes the job in a buyer's favor this year.
Why nobody is going to tell you about the dock
1. The home inspector is not required to look at it
This is not an inspector being lazy. North Carolina's Home Inspector Standards of Practice spell out what an inspector must inspect on the exterior, and then list what they are not required to inspect. That exclusion list includes detached buildings or structures, which is the category a dock, pier and boat lift fall into.
The general exclusions go further. Inspectors are not required to report on the life expectancy of any component or system, the causes of the need for a repair, the methods, materials and costs of corrections, or compliance or non-compliance with codes, ordinances, statutes, regulatory requirements or restrictions.
Read that last one twice, because on a Duke Energy lake it is the whole ballgame. Even the most conscientious inspector in the county, one who walks the dock as a courtesy and writes a paragraph about it, is not obligated to tell you whether the structure complies with Duke Energy's shoreline rules. Nothing in the standard home inspection touches that question.
2. The seller can legally say nothing
North Carolina requires residential sellers to give the buyer a Residential Property and Owners' Association Disclosure Statement, which sounds like protection until you see the answer options. Every question can be answered Yes, No, or No Representation. Selecting No Representation is entirely legal, it is not a claim of ignorance, and the North Carolina Real Estate Commission describes the state as an as-is, buyer-beware jurisdiction on exactly this basis. A disclosure statement that says nothing is a complete and lawful disclosure statement.
There is one meaningful distinction to keep hold of. The seller may decline to represent, but a listing agent who knows of a material defect still has a duty to disclose it, and the disclosure form is the owner's document rather than the broker's. Ask the question out loud to everybody in the room, and ask it specifically. "Has the dock had structural work, has the lift been repaired, has Duke Energy ever contacted you about this structure" is a very different question from "anything wrong with the house."
3. Duke Energy will not give you the permit history
This is the one that surprises even experienced local buyers. Duke Energy Lake Services provides lake use permitting history to the current owner of the adjoining property, and only when the permit is actually in that owner's name. Duke states plainly that it will not provide permitting history to realtors, neighbors, former owners or potential buyers.
So the verification you would most want to do yourself is the one you are structurally unable to do. You have to route it through the seller, and there is a specific way to do that which we will get to below.
The paper trail: what to ask the seller for, in order
Duke Energy publishes an information sheet for people thinking about buying on one of its lakes, and it is unusually direct about how this is supposed to work.
- Ask the seller for a copy of the pier permit and the application behind it. Duke's guidance is that if the existing structure matches what was permitted, the structure was permitted and should be compliant. The application is the important half, because it is what the structure gets compared against.
- If the seller has no records, they can request a copy from Lake Services at no charge. The catch is that Lake Services will only provide records in the seller's own name.
- If the permit was never transferred to the seller, the seller has to transfer it first in order to access the record at all. Duke's own wording is that the transfer process will then identify any compliance issues. That is not a side effect, it is the mechanism. A transfer includes an inspection by a Lake Services representative to confirm the facility was properly permitted and has not been modified without Duke Energy's approval.
- Find the tag. Duke uses the metal permit tag on a piling to locate the permitting history for the structure. Lake permits are valid for one year and Lake Services typically inspects and tags a structure at closeout after the permit expires. A dock with no tag at all is a question worth asking early.
- If you intend to change anything, get the approval before closing. Lake Services does not pre-approve lake structures. Duke's buyer sheet says that if the ability to build a new structure or modify an existing one matters to you, require the seller to obtain Duke Energy approval before closing. Approvals are good for one year and can be transferred to you after you acquire the property. Buying on the assumption that you will be allowed to add a lift, extend a slip or put a roof on later is the most expensive assumption available on this lake.

For fees, Duke's published schedule effective January 15, 2025 puts a transfer of an existing facility at $500 and an individual private facility application, new or maintenance, at $500, with rip rap or seawall also at $500 and excavation far higher. The physical walk-through, in the order that matters
Structure first, cosmetics last. This is deliberately the reverse of the order most buyers look at a dock, because the things that photograph worst are usually the cheapest to fix and the things that look fine are where the money is.
Pilings, which are the whole ballgame
Pilings and primary framing outlive everything else on a dock, so their condition decides whether you are buying a repair project or a replacement project. Probe rather than look. Soft wood at the waterline, punky material at and just below the mudline, fresh scour rings at the base, and any piling that has started to lean are the four findings that move a number by five figures. Framing and connections
Get under the deck if you safely can, or at minimum reach in from the edge. Look at joist ends where they meet the beams, and specifically at the fasteners. Rust bleed, elongated bolt holes, missing hardware and joists that have pulled at the hanger are the honest signals. Bounce the deck at mid-span and at the outer corners. Movement that feels alive rather than solid means the framing, not the boards.
Geometry, which almost nobody checks
Stand at one corner and sight down the outside edge, then along the roof line if the dock is covered. A dock that is no longer square to itself has been moving, and things that move have a cause under the water. This single 30 second check separates a cosmetic project from a structural one more reliably than anything else you can do without tools.
Flotation, on a floating dock
Walk the perimeter and watch the freeboard. One corner riding lower than the others means a compromised float, and unencapsulated foam that has been chewed or waterlogged does not come back. Note that Duke treats flotation and piling replacement as maintenance in any amount, which is a relief on classification and no relief at all on cost.
The boat lift, under load if possible
Ask to see the lift run through a full cycle, ideally with the boat on it. What you are listening and looking for: even travel at all four corners, cables that are seated in their grooves rather than climbing the drum, no birdcaging or rust bleed on the cable, limit switches that stop the travel cleanly at both ends, and a motor that comes up to speed rather than groaning under load. A lift that runs down but hesitates coming up is a specific failure, not a quirk, and we wrote up what is actually failing there. The full symptom router is in our boat lift troubleshooting guide.
Ask the seller what the lift's rated capacity is and compare it to the boat that is being lifted, not to the boat you plan to buy. Also worth knowing: the state's residential code exemption for docks caps supported boat lift design capacity at 16,000 pounds, so a plan to install something larger changes the permitting path.
Electrical, which is the one genuine safety item
Dock wiring is the failure mode that kills people, not just budgets. Look for a GFCI protected circuit, an intact and properly rated feeder rather than an extension cord run down the bank, weatherproof covers that are actually closed, and corrosion at every connection point. If the property has any dock wiring at all, treat this as a specialist item rather than a checklist tick. Shoreline, seawall and rip rap
Walk the bank on both sides of the dock. A gap opening between a seawall cap and the lawn, soil loss behind the wall, tilting sections, and rip rap that has slumped or scattered are all live findings. Shoreline work is the most permit sensitive category on the lake, since it needs Duke authorization and, on Lake Norman, sits inside the state's Catawba riparian buffer where shoreline stabilization is allowable upon authorization rather than automatic. Decking and cosmetics, last
Cupped, cracked or greyed boards are the most visible thing on any dock and among the least important. They are also useful leverage precisely because they are visible to the seller. Just do not let them stand in for the structural read.
What the drought is doing for buyers right now
Lake Norman has run around 95 feet for most of this summer against a full pond of 100.0 on Duke Energy's scale, roughly three and a half feet below the seasonal target, with the Catawba-Wateree basin in Stage 2 of the Low Inflow Protocol since May 1, 2026, the first Stage 2 since 2009. Recovery is described by Duke's own water resources team as a long process rather than a quick rebound.
For a buyer, that is a genuine and temporary advantage.
- You can see what you are buying. Piling condition below the normal waterline, scour at the bases, lakebed slope and the actual bottom material are all visible right now on a lot of properties. In a normal August you would be inferring most of that.
- Judge structure now, judge depth at target. These two questions need opposite treatment. Assess the structure at today's low level, then ask what the slip depth is at normal pool before deciding whether the boat you want actually fits. A dock that is high and dry today may be perfectly usable at target, and a slip that looks marginal now may be fine.
- Any repair you negotiate is cheaper to perform this season. Access is the largest cost variable on this lake, and work that would need a barge at full pond can often be done from exposed lakebed today. If you are negotiating a credit rather than having the seller do the work, that gap belongs in the conversation.
- Watch for a lift resting on the bottom. It is common at these levels, it can damage the lift and the hull, and it is a repair conversation rather than a walk-away. See what to do and not do.

Turning findings into a number
An assessment that produces adjectives is useless in a negotiation. What you want is brackets. These are our published Lake Norman ranges, the same ones in our cost guide.

Two rules of thumb for reading that table as a buyer. First, if bringing the existing structure to good condition costs less than half of replacement, it is a repair story, which is the case for most docks we assess. Second, three sistered pilings and a lift service is a very different conversation from widespread piling failure, and only a probe tells you which one you are looking at. Using it in the negotiation
- Get the assessment inside your due diligence window, not after. Findings have leverage only while you can still walk. Book the dock assessment the same week as the home inspection rather than after it comes back.
- Separate compliance from condition. They negotiate differently. Condition is a dollar number. A missing or mismatched Duke permit is an open-ended obligation that Duke will likely expect you to resolve, and the reasonable ask is that the seller resolves it before closing, not that you get a credit for it.
- Prefer a credit over seller-performed work when the work is structural, so you choose the contractor and the scope. Prefer seller-performed work when the issue is permit compliance, since only the seller can access the records.
- Get the scope by component in writing so the number in your negotiation is defensible. Our guide to why quotes vary so much covers the line items that make an estimate comparable.
- Do not demolish or alter anything before closing, including storm damage. Documentation matters to both Duke and any insurer, and the sequence is covered in emergency dock repair.
Neighborhood notes worth knowing
What a pre-purchase assessment tends to find depends on where you are shopping.
- Older cottage and legacy docks around Sherrills Ford and Terrell, the quieter Lincoln County coves and pockets of Mooresville often carry decades of layered patchwork over original framing. These reward the probe and the geometry check more than any other category.
- Fast build-out docks along the NC-16 and NC-150 corridors in Denver and on the Huntersville and Cornelius side are young but frequently carry builder grade lifts and hardware. Run the lift, twice.
- Main channel frontage anywhere on the lake works hardware harder than a protected cove does, through a combination of wind fetch and weekend wake. Check connections and bracing, not just the deck surface.
- Steep bank lots in Davidson, Troutman and much of the west shore add real cost to any future repair because getting material to the water is half the labor. It is worth knowing that before you own it.

One thing we cannot do, and neither can anyone else you hire: pull the Duke Energy permit history. Only the seller can, and only if the permit is in their name. Ask early, because if it has to be transferred first, that takes time you may not have late in a due diligence period.
