Repair or Replace: When Your Dock Is Past Saving
A rough-looking dock is usually a repair. A dock with bad bones usually isn't. Here's the test that decides it, what each side really costs on Lake Norman, and the permit catch that can change your answer entirely.
This is the question we get more than any other, and it is almost always asked backwards. An owner looks at gray, splintered decking and a wobbly ladder and assumes the dock is finished. Another owner looks at clean composite decking and assumes the dock is fine. Both are reading the wrong part of the structure.
A dock is two different things stacked on each other. There is the substructure, the pilings and the frame, which is expensive, permitted, hard to reach and holds everything up. And there is everything else, decking, hardware, bumpers, ladders, lift components, which is comparatively cheap and designed to be replaced. Almost every repair-or-replace decision on Lake Norman comes down to which of those two you are actually dealing with.
The test: are you replacing bones or skin?
Before anyone quotes you anything, get these three answers:
- How many pilings probe soft? Not how they look. How they feel when someone puts a screwdriver or awl into them at the old waterline band and just above the mud line. - Is the frame failing at the connections? Look at where stringers and joists meet the pilings. Rust bleeding down the wood, hardware pulling through, crushed or split wood around bolts, or a section that moves when you push on it. One bad connection is a repair. Failures at many connections mean the frame is at the end of its service life.
- Is the dock moving, leaning, or racking? A new or worsening lean, a section that shifts up and down, or a dock that visibly twists under load means the load path is compromised, and that is a substructure problem regardless of how the deck looks.
If the answers are "one or two," "no," and "no," you are in repair territory and you should be skeptical of anyone telling you otherwise. If the answers are "most of them," "yes," and "yes," you are past saving the structure and the honest advice is replacement.
You are almost certainly in repair territory if
- The decking is shot but the frame is sound. Decking is a wear item. A full re-deck is a big-sounding job that is still a fraction of a new dock, and it makes an old dock feel brand new.
- One to a few pilings are bad. Individual pilings get sistered with new posts or replaced one at a time while the rest of the dock stays exactly where it is. This is routine work.
- The problem is the lift, not the dock. A dead motor, a frayed cable, worn bunks or a seized gearbox has nothing to do with whether your dock is sound. See boat lift repair and lift motor repair.
- Hardware and connections are rusted but the wood is solid. Bolts, brackets and fasteners are consumables in this environment.
- It looks terrible. Weathering, graying, surface checking and stained boards are cosmetic. They are not structural findings, and they are not a reason to spend $40,000.
You are probably past saving if
- A large share of pilings are soft, especially at the mud line. Once you are replacing most of the pilings, you are paying new-dock substructure prices to keep an old superstructure. That is the classic bad trade.
- The frame has multiple failed connections or rotted stringers. Repairing a frame piecemeal often uncovers the next failure a season later, and you pay mobilization costs every time.
- The dock has been repaired repeatedly and keeps producing new problems. Three service calls in two years on the same structure is data.
- It is unsafe to walk on and the deficiency is structural. If it cannot carry people safely, and the reason is the frame or the pilings, stop spending money on patches.
- It no longer fits how you use the lake. If the dock is too small for your boat, has no lift and cannot support one, or sits wrong for your cove, a rebuild buys you a dock you actually want instead of preserving one you tolerate.
What each side actually costs on Lake Norman

Run the arithmetic and the logic falls out on its own. Two bad pilings and a full re-deck might be $9,000 on a dock that would cost $45,000 to replace. That is an easy repair. Twelve bad pilings at barge prices plus a frame rebuild can land north of $30,000 on that same dock, at which point you are spending new-dock money to keep a twenty-five-year-old structure with an old permit and no warranty. That is an easy replacement.
The messy middle, roughly where the honest repair number reaches half the replacement number, is where judgment matters. In that zone, the tiebreakers are how long you plan to own the house, whether the dock suits how you actually use it, and what the remaining original components have left in them.
The permit catch that can decide it for you
This is the part owners find out too late. Lake Norman is a Duke Energy reservoir, and everything below the 760-foot full-pond line is managed by Duke under a federal license through the Catawba-Wateree Shoreline Management Plan. Replacing a dock is not maintenance in kind. It is unambiguously a modification, and it needs Duke Energy approval before work starts, filed through their Lake Access Permit System. Plan on weeks, not days.
Here is the wrinkle: your existing dock was permitted under the rules that applied when it was built. A replacement gets reviewed against today's plan and today's rules for your specific stretch of shoreline. That can affect footprint, placement and configuration. It is entirely possible to tear out a dock and be permitted to rebuild something different from what you had.

If the answer is "less than you have," that is a strong argument for repairing and preserving the structure you already have approval for. Why the 2026 low water changes the answer
Lake Norman is running several feet below full pond in the 2026 drought, and the Catawba-Wateree basin has been under Low Inflow Protocol Stage 2 since May 1, 2026. For this decision specifically, that does two useful things:
- It makes the diagnosis honest. The pilings, the footings and the lakebed around them are out in the open. You are not guessing at the substructure or paying a diver to guess for you. Whatever the answer is, you can see it.
- It moves the break-even toward repair. Piling and footing work that normally needs a barge, and sometimes a diver, can often be reached by wading right now. The corollary matters too. If your dock genuinely is past saving, this is the cheapest window to do the substructure work, and the permit takes weeks regardless. How to get an honest answer
The uncomfortable truth about this question is that the person answering it usually profits from one of the answers. A few ways to protect yourself:
- Make them show you. Ask which specific pilings are bad, and have them probe those pilings while you watch. "The pilings are shot" is a sales pitch. "Pilings 3, 4 and 7 are soft at the mud line, here, feel this" is a finding.
- Get the repair estimate itemized. You cannot compare repair against replacement without a real repair number broken out by component. A single lump sum makes the comparison impossible, which is sometimes the point.
- Ask what happens if you do nothing for a year. An honest contractor will separate "this is unsafe now" from "this will get worse" from "this is cosmetic."
- Ask about the permit before the demolition. Any Lake Norman dock company that does not immediately bring up Duke's permitting on a replacement is telling you something about how often they work this lake.
- Be wary of a replacement quote with no repair option in it at all. Almost every dock has a repair path. If nobody will price one for you, get another opinion.
