Floating & Fixed Dock Repair on Lake Norman
The two dock types on this lake fail in almost opposite ways, and the 2026 low water proved it. Here is what goes wrong on each, what the hybrid dock in between gets wrong, and how Duke treats the difference.
Why the distinction decides the repair
A fixed pier stands on pilings driven into the lakebed and does not move. Duke's guidelines require fixed pier decking, handrails excepted, to sit at least one vertical foot above full pond elevation. Full pond on Lake Norman is 760 feet above sea level, the number Duke reports as 100.0 on its gauge, so a fixed deck lives at roughly 761 feet permanently.
A floating dock rides on flotation and follows the water. That single difference reorganizes the entire failure list. A fixed pier is a structural problem when it fails. A floating dock is usually a buoyancy problem, and the structure above it is fine.
How fixed piers fail here
- Pilings, at two specific bands. Freshwater means no marine borers, so what you have instead is fungal decay, and decay needs wood that is alternately wet and dry. That puts the damage at the waterline splash zone and at the mud line, not in the middle. Detail in signs your pilings are rotting.
- Scour and undermining. Wake energy digs out the lakebed around piling bases, particularly on the main channel. The piling looks fine and has lost its footing.
- Framing that has worked loose around bolts and brackets, usually noticed as a bounce or a rack rather than a visible break.
- Decking, roof and rafters, which are the components Duke counts when deciding whether your job is maintenance or a rebuild.
- Hardware corrosion. Modern copper-based treated lumber is aggressive toward zinc and steel, which is why the fastener spec matters as much as the wood. Covered in wood versus aluminum versus composite.
- Height, in a drought year. Nothing is broken. The deck is simply four feet further above the water than it used to be, and the ladder no longer reaches.
How floating docks fail here
- Flotation, first and most often. One corner riding low, a section that dips underfoot, visible chew marks or burrows, white beads in the water around the dock, or an encased float cracked at a seam. Waterlogged floats do not recover.
- Grounding out. The most common urgent call of 2026. A float or lift cradle that settles onto the bottom takes load in places it was never designed to, and it puts slack in lift cables. See what to do when a lift is on the bottom.
- Guide piles and anchoring. A float is held in position by piles, cables or chains, and those wear at the points of contact. A float that has begun to move in a way it did not used to is telling you the restraint system is going.
- Connection hardware. Hinges, brackets and through-bolts that flex with every wake, thousands of times a day in the busy stretches.
- Added weight. A re-deck in a heavier material lowers the whole structure in the water. This is a real and frequently missed consequence of switching to composite.
Flotation is the layer with actual rules
Most owners treat floats as an invisible commodity. Duke does not. The guidelines require flotation for all facilities to be made of materials manufactured specifically for marine use, that will not lose significant buoyancy if punctured, are not generally subject to damage by animals, and resist breaking apart under a broad range of wave energies. Two things are named as not allowed:
- Uncoated, beaded polystyrene is not permitted for new construction or as replacement for existing facilities. That is the bare white billet that sheds beads into the lake and that animals burrow into. If your dock has it, it is on borrowed time by rule as well as by physics.
- Reused drums and containers. Repurposing plastic or metal barrels for encasement or flotation is prohibited outright.
Existing flotation on a previously approved structure is authorized until it has severely deteriorated and is no longer serviceable, at which point it must be replaced with approved flotation. The good news is that replacement of flotation counts as maintenance in any amount under Duke's definitions, so a full set of floats does not trigger the 25 percent test the way decking or joists would. The catch is the same as everywhere else on this lake: maintenance still requires an application and written authorization from Lake Services before work starts.
The hybrid dock, and the gangway problem
Most Lake Norman docks are neither one thing nor the other. A fixed walkway runs out from shore, a gangway drops down to a floating section, and the boathouse or slips sit on the float. It is a sensible design for a reservoir whose level moves several feet a year, and it concentrates almost all the wear in one place.
The gangway is the only component whose geometry changes every time the lake does. A hinge, roller or transition plate designed for a normal operating band can fail outright when the water sits three or four feet below anything it has seen. Add the fact that every person and every cooler crosses it, and it is unsurprising that it is the single most replaced part on a hybrid dock. Watch for a roller that has stopped running on its track, visible slop in a hinge, elongated bolt holes, and a ramp that slides rather than pivots.
What the 2026 low water did to each
The Catawba-Wateree basin has been under Duke Energy's Low Inflow Protocol Stage 2 since May 1, 2026, the first Stage 2 declaration since 2009, with Lake Norman reading in the mid nineties on the gauge against a 100.0 full pond for most of the season. The two dock types experienced completely different years.
Fixed piers were largely fine and became inconvenient: a long climb down, ladders that no longer reach, lifts high and dry. Floating docks and their lifts went to the bottom, which produced grounded cradles, kinked cables, racked frames and gangways at angles nobody designed for. Maintenance or rebuild: the multi-structure lever
Duke's definition of facility maintenance is usually summarized as staying under about 25 percent of a primary component within a calendar year, with decking, joists, roof and rafters as the primary components. The part that matters on a hybrid dock is the rest of the sentence: maintenance also includes the complete repair of one single structure within a multi-structure facility in that calendar year.
A stationary pier plus a float plus a boathouse is a multi-structure facility. Fully repairing the float this year can therefore sit inside maintenance rather than crossing into a rebuild, which would have to meet the guidelines in force now rather than the ones your dock was built under.
