Dock Upgrades & Accessories on Lake Norman
The additions that actually make a dock better, what they cost, and the Duke Energy list of what you are not allowed to add. Most of that list is nowhere else on the internet, and it is the reason some upgrade projects get a stop-work notice.
The upgrades worth doing
Grouped by what they actually buy you, because most owners over-invest in the third category and under-invest in the first.
- Safety. Handrails, swim ladders that reach the current water level, non-slip surfaces at the gangway, proper GFCI protection on dock power, and reflectors. On a lake with this much traffic these are the items with the worst consequences when they fail.
- Protection. Bumpers and dock edging, corner guards, piling caps, bunk carpet on a lift cradle, and the fasteners holding it all on. Cheap items that prevent expensive damage to both the dock and the boat.
- Usability. Cleats where you actually tie up rather than where the builder put them, a storage locker so the ropes and life jackets stop living in the yard, benches, better lighting, PWC ports, and a gangway that is pleasant instead of alarming.
- Appearance. Re-decking, staining, new railing profiles. Worth doing, and worth doing last if any of the above is outstanding.
The two compliance items almost every dock is missing
Reflectors
Duke's guidelines require the owner to place and maintain reflectors or reflective tape on the two furthermost corners of the structure that extend into the water, and along the sides of the structure at reasonable intervals from the end back toward shore. Very few Lake Norman docks actually have this. It is a permit condition, it costs almost nothing, and it addresses a real hazard: the Lake Norman Marine Commission flags long docks as navigation hazards that may lack reflective devices, on a lake where not everything is lit in low light.
Shielded lighting
Duke states a preference for low-pressure sodium lights with time or motion sensors that switch off when not needed, and requires that all outdoor fixtures should be fully shielded and installed so light is not emitted above the lowest part of the fixture. Incandescent lights should be well-shielded, low-wattage and on sensors. In practice that rules out uplighting and floodlights aimed out across the water, which is exactly what a lot of docks have.
Storage, gazebos and roofs: exactly what is allowed
- One storage locker. Covered boat slips and boat shelters may have one enclosed storage closet or locker, four feet by six feet or smaller, on one of the corners of the structure closest to shore. It has to be noted in the application.
- No enclosed sides. The sides of gazebos, boat shelters and covered boat slips are not to be enclosed, and Duke specifically names siding and latticework. Handrails may be added for safety but must not be enclosed either.
- Gazebo bottoms. The bottom portion of a gazebo may be enclosed, provided the gazebo is not the furthermost portion of the pier structure.
- Single story only. Decks, gazebos, covered slips and boat shelters must be single-story structures. They may be designed for second story use such as a sundeck, but that second story must not be roofed.
- Canopy roofs are permitted where the sides stay open and the canopy does not block cross vision any more than a standard pitched roof would.
- Freestanding boat covers must not be flat, must not exceed twelve feet in height measured from the top of the roof to full pond, and may not have storage compartments placed under them.
- The hard stop. A facility permitted under previous guidelines that exceeds today's maximum square footage is not allowed any additions, expressly including adding roofs or decks above any existing portion. If your dock is one of the big older ones, the answer to "while we are at it" may simply be no.
Whether your dock is in that last category is worth knowing before you plan anything. The Duke permit checker covers it, and the current caps are two slips and 1,000 square feet for an individual private facility.
Lifts, PWC ports and floats
Adding an uncovered boat lift or hoist inside a slip that is already approved is specifically not treated as a facility expansion in Duke's guidelines, which makes it one of the cleaner upgrades available. Built alongside the facility instead, a lift or hoist does not typically count toward maximum square footage but is treated as an expansion and has to meet the other requirements.
Individual private facilities are allowed two personal watercraft mooring devices in addition to the two-slip maximum, so a PWC port is usually available where a third boat slip is not. Note the exception for shared docks: common-use facilities with three or more slips are not eligible for mooring additional watercraft including PWCs, which is covered on our community and HOA dock page.
A swim float is a normal part of a facility. Duke defines a float as a floating platform for use by swimmers or for docking watercraft that is attached to a permitted structure, so it counts toward the facility and its square footage rather than being a free addition.
What Duke will not authorize
This list exists in the guidelines and almost nowhere else that a homeowner will find it. These are uses Duke Energy will not authorize within the project boundaries or on its peripheral strip. The ones that come up on dock projects:
- Anything that could discharge wastewater. Septic tanks and drain lines, toilet facilities, sinks, water faucets, showers, or any other device that could produce a wastewater discharge. Structures inside the boundary must not contain sinks, toilets, showers or spigots at all.
- Porches, patios, decks, driveways or other structures not permitted as part of a private facilities permit, and any portion of a private dwelling.
- Swimming pools, except at public recreational facilities approved for that use.
- Fences, except as necessary to confine livestock watering to a small area of shoreline.
- Pens, kennels or other facilities for housing pets.
- Rope swings, cables, platforms or springboards used for diving and swimming that are not associated with an approved facility.
- Structures designed to submerge and then resurface, other than buoys for ski slalom and boating courses and boat hoists associated with an approved facility.
- Stormwater inlet pipes and their associated settling basins.
- Washing, painting or resurfacing vehicles or watercraft, except washing with biodegradable detergents specifically formulated for use in reservoirs.
- Abandonment of personal property, which in practice means the old float, the retired jet ski and the leftover lumber cannot simply stay on the shoreline.
- Private boat ramps. Lake Services will no longer allow the construction of boat ramps for individual private use.
- Roped-off private swimming areas. Duke will not authorize private individuals to rope off or exclude the public from a portion of the project area.
One item on the allowed-with-conditions list is worth knowing: ski ramps and slalom courses can be authorized, provided the state wildlife agency approves, the facility does not affect areas classified as Environmental in the Shoreline Management Plan, adjacent property owners do not object, and the applicant signs a user's agreement. Applications are made by letter.
Do the below-water items while the lake is low
Ladders that no longer reach, bumpers at the old waterline, guide pile hardware, lift bunks and anything mounted below the deck are all far easier to reach right now. The basin has been under Duke Energy's Low Inflow Protocol Stage 2 since May 1, 2026, with Lake Norman running several feet under full pond most of the season, and access is the biggest single driver of what any dock work costs here.
